Founded in 2003, Quadrant Construction Inc. is an unlimited licensed Commercial Construction company. Quadrant has grown to become one of Eastern North Carolina’s most respected commercial contracting firms.

Meet The PartnersSteven Kellum, Principal - Managing Partner
Mr. Kellum began his construction career in 1990 with Pro Construction, a wholly owned subsidiary of W.T. Humphrey Construction Group. He was employed as an estimator and established the first computer-estimating program at Pro Construction.
After several years in estimating, Mr. Kellum decided he would like to become more involved in the actual construction of projects built by W.T. Humphrey. He managed jobs from $200,000 up to $20 million.
During his 13-year career with W.T. Humphrey, Steven was involved with numerous North Carolina Housing Finance projects as well as several 'specialty government projects'.
His strength is in his ability to manage job costs, constrain cost where possible without sacrificing quality, on-time delivery and he is very customer focused.
He resigned from W.T. Humphrey in 2003 to begin Quadrant Construction, Inc. Today, Steven manages the day-to-day operations of Quadrant and handles all bid processes, job cost, scheduling and new business development.
